The Program Control Analyst participates in the planning, tracking, analysis, and reporting on multiple Government programs of varying contract type, size, complexity and level of risk. This position requires significant interface with Project and Program Managers, Contract Management staff, Technical Personnel, as well as other functional organizations.

Specific responsibilities:

  • Works with management and technical staff to develop detailed resource-loaded schedules in MS Project. .
  • Develops multi-level, detailed work breakdown structures (WBS).
  • Develops, tracks, and reports metrics to inform assessments of overall performance (technical, cost, and schedule) and generates associated reports.
  • Supports the development alternative courses of action or recovery due to schedule issues.
  • Maintains and communicates task and schedule dependencies for effective schedule risk mitigation.
  • Schedules regular status update meetings to maintain SA across the team and discuss scheduling dependencies, risks, and progress.
  • Consistently assesses process and procedures to improve the adequacy and efficiency of the scheduling, reporting and analytic processes.
  • Documents notes/findings from status meetings and disseminates them to relevant team members in a timely manner.
  • Maintains Earned Value metrics, as required, for the Program Schedule.
  • Communicates regularly with project managers and team members to gather information for successful project schedule management.
  • Trains and mentors other staff on MS Project and Excel, as well as best practices for project schedule management.
  • Reports accurate revenue and cost data for inclusion in routine program review and/or forecasting exercises.
  • Supports reporting of detailed information, in accordance with contractual requirements.


Required Skills:

  • Expert level of knowledge and proficiency using MS Project . Must have the ability to develop and manage a fully resourced schedule, linked to show relationships; as well as, critical path.
  • Ability to create, manage, maintain, integrate and update multiple concurrent project schedules in a complex program environment.
  • Proven ability to efficiently gather project information from project managers and translate information into schedule and resource allocation changes.
  • Experience executing the responsibilities above within Government contracts.
  • Familiarity with Government contract structures (e.g., CPFF, FFP, etc.).
  • Excellent written and verbal communication skills with precise attention to detail.
  • Advanced proficiency with MS office products (Word, Excel, Powerpoint).
  • Advanced knowledge of core project management competencies (e.g., resource, scope, schedule, budget, quality management).
  • Ability to interpret project schedule and resource data in order to identify and mitigate risk as well as identify and exploit opportunities.
  • Ability to facilitate and lead scheduling discussions in a mixed technical and business team environment.
  • Must be self-directed and able to work effectively in a teaming environment with little direct supervision.

Minimum Requirements:

  • US Citizenship
  • BA/BS degree in Business, Operations Management, Operations Research or related field or equivalent experience.
  • Five years of hands-on project control experience in a matrix environment that manages resource time in MS Project at the task level.
  • Scheduling experience on large, complex government programs.

Highly Desired:

Project Management Professional (PMP) or Project Management Institute Scheduling Professional (PMI-SP) certification is highly desired
